- Marsha supports a comprehensive and common sense border policy. She passed legislation through the Arizona Legislature requesting Congress to enact comprehensive policy including a legal worker program.
- Marsha authored the bill that gave rural retirees equal premium rates for health insurance
- Marsha was chairwoman of the Rural Retirees Health Care Study Committee
Agriculture and Cattle Industries
- Sponsored and passed landmark legislation for a new pesticide approval process in
- 2005 and 2006 -- Sponsored the Department of Agriculture omnibus bill with the input and cooperation of all agriculture and cattle industry
- Sponsored a bill for a local fertilizer manufacturer because statutory language imposed a tax when they shipped their product by rail instead of trucks
- Sponsored a bill to increase opportunities for small businesses to offer healthcare insurance to their employees (The bill did not pass; the Legislature still needs to address this need.)
- Sponsored two bills to help counties with HURF (Highway User Revenue Funds) for transportation
- Sponsored a bills to create a donation fund for the Southern Arizona Veterans Cemetery
- Sponsored a bill for state employees to buy retirement credits for their military service
